Only dividends (the interest that is earned in your term savings certificate) can be withdrawn from a term savings certificate without a penalty. A withdrawal without a penalty can also be made during the grace period when your term savings certificate matures.
There is a penalty of 90 days of dividends on the amount being withdrawn if the withdrawal is made before the certificate’s maturity date.
